GIZ is seeking a qualified local consulting firm to provide cross-cutting field support in Baidoa, Southwest State, for the project Support of IDPs, Host Communities and Reintegration of Returnees in Somalia (SIRAH). Working with the SIRAH technical team in Mogadishu/Baidoa and reporting to the SIRAH M&E and Communications Advisor, the firm will facilitate community presence and coordination, monitor and verify project activities and deliveries, mobilise and engage beneficiaries on feedback mechanisms, and prepare regular English-language field reports.
The assignment runs from 1 November 2026 to 30 September 2029. Only eligible candidates will receive the tender documents for submission of proposals.

• Bidding documents: Self-declaration of eligibility for the award of local service contracts
• Commercial eligibility: Average annual turnover of at least EUR 115,000 (net) over the last three financial years, with audited financial statements for 2023, 2024 and 2025 signed by the auditor and director(s); at least 3 employees for the last three calendar years
• Technical eligibility: At least 3 monitoring reference projects in the last 36 months, at least 2 of them in Southwest State, each with a minimum value of EUR 25,000 (net)
• Statutory documents: Legal business entity operating in Baidoa for at least 3 years: certificate of incorporation/registration, business license, valid tax compliance certificate, company profile, signed self-declaration form; consortium declaration where applicable
