Trócaire invites qualified and experienced evaluation consultants and consulting firms to submit proposals to conduct the End of Project Evaluation of its KZE/Misereor funded project, Strengthening Education for School Aged Children in Gedo Region of Somalia (SERVE Children Project) Phase II, in Luuq district, Gedo region.
The evaluation covers the seven project-supported schools in Luuq and its surroundings and assesses the project against the OECD-DAC criteria (relevance, coherence, effectiveness, efficiency, impact and sustainability). The assignment is expected to take about four weeks, starting in November 2026, with final deliverables due by 25 December 2026.

• Minimum criteria: Postgraduate qualification in development/humanitarian studies, education, social sciences, MEAL or a related field; at least 5 years' experience in Somalia with at least 2 similar education evaluations; references from at least two clients in the past three years; valid business registration and tax clearance certificates; a field team able to work in Luuq district; acceptance of Trócaire's procurement terms, Supplier Code of Conduct and Data Processing Agreement
• Proposal content: Company profile and tax clearance certificate; expression of interest; technical proposal with methodology, sampling, tools and analysis plan; workplan; CVs of the lead consultant and team; organogram; two samples of previous evaluation work; pricing inclusive/exclusive of VAT with validity period
• Award criteria: Cost 40%, experience in similar services 25%, quality of proposal 20%, expertise of the team 10%, scope and range of services 5%
