The Federal Government of Somalia has received financing from the World Bank for the Somali Electricity Sector Recovery Project (SESRP). The Ministry of Energy and Water Resources invites sealed bids from eligible bidders for the design, supply, installation, testing and commissioning of a 6 MWp solar PV power plant with 10 MWh of battery energy storage for Wamo Energy Service Company (WESCO) in Kismayo City, Jubaland State of Somalia.
The hybrid plant requires a minimum of 6 MWp solar PV capacity and 10 MWh of usable battery storage, a PV performance ratio of at least 90%, a grid controller, web-accessible SCADA with local and cloud data storage, and an 11 kV point of interconnection. The delivery period is twelve (12) months from the effective date. Bidding is by international competitive procurement under the World Bank Procurement Regulations for IPF Borrowers (February 2025), using a two-envelope process without prequalification, and is open to all eligible bidders.
