CARE Somalia invites quotations from service providers for an open two-year framework agreement (January 2027 to December 2028) for the provision of ticketing services to its hub offices in South Central, Puntland and Somaliland. Under the framework, CARE will request quotes from the selected service providers as needs arise. Requests above USD 500 will be covered by a purchase order signed by both parties.

• Requirements: Completed company profile and signed bidder's declaration; valid business registration certificate, tax clearance certificate and company profile; records of similar ticketing framework agreements with INGOs (at least three similar contracts); IATA certification with IATA code and membership of the Somali Association of Travel and Tourism Agency (SATTA); bank statements stamped and signed by the bank for 1 October 2025 to 30 September 2026; audited financial report for the same period.
• Evaluation: Technical 80%, covering registration documents and profile, previous INGO framework agreements, response time for bookings and ticket issuance, reliability of ticketing services, and IATA/SATTA certification. Financial 20%, covering bank statements and audited report.
• Payment terms: 30 days after invoice submission.
